Beschreibung

The Regional Programme "Improving the Prevention of Female Genital Mutilation" aims to support national, regional and local actors who work on the prevention of Female Genital Mutilation (FGM) and other forms of Gender-Based Violence (GBV) in the Horn of Africa. The projects target groups are girls and women at risk of FGM and GBV in selected regions of Ethiopia, Somalia and Sudan, where FGM is particularly prevalent. These include Afar and the Somali region in Ethiopia, as well as Somaliland, Puntland, Jubaland (Kismayo) and Banadir (Mogadishu) in Somalia. The programme works around 3 Outputs: 1. Strengthening of institutional capacities among state or non-state actors; 2. Increased cooperation between state or non-state actors; 3. Empowerment of community members to question their own attitudes to FGM and gender-based violence. By supporting employees of governmental and non-governmental institutions in skills improvement, joint learning and networking with other actors they can develop strategies and approaches that promote social change. At the same time, the programme advises the responsible national ministries on how to systematically and effectively change social norms and thus better prevent FGM. The programme develops information and educational campaigns and also strives to anchor FGM in the political agenda in the long term. To this end, it promotes national coordination mechanisms such as the Task Forces and National Alliances against FGM. Working closely with community-based organizations is also a priority as they contribute to the dismantling of male-dominated structures in which FGM is rooted through local awareness-raising measures.

The contract comprises two work packages. Work Package A ("Facilitation of the Generation Dialogue approach through local partner organisations in Ethiopia, Somalia, Somaliland and Sudan") is focused on the support of 6 partner organizations in the implementation and monitoring of the Generation Dialogue approach in 7 communities (1 in Sudan, 2 in Ethiopia, 1 in Somaliland and 3 in Somalia). The implementation of the dialogues in the communities is carried out through partner organizations. The contractor will train and guide these 6 partner organizations through the process to conduct a complete cycle of the Generation Dialogues, including the monitoring thereof. 3 partner organizations have been identified and will be directly financed through the project to implement 4 Generation Dialogues (in Somaliland, Mogadishu, Kismayo and Sudan). The other 3 partner organizations will be identified through the contractor in collaboration with the project. Work Package B ("Development of institutional capacities for state and non-state actors in Ethiopia, Somalia, Somaliland and Sudan") focuses on the institutional capacity building of state and non-state actors in the area of FGM prevention and other related forms of GBV, particularly in Ethiopia and Somalia. For this, the contractor is to conduct 5 Capacity Needs Assessments and then provide flexible consulting services as required by the political partners and as well as non-government partners. The services provided could include measures for human capacity development and organizational and strategy advice to the project"s partner institutions and organizations. Examples for expected modes of delivery through the experts are the conducting of organizational assessments, developing of organizational change strategies, advising organizations on the implementation thereof, the organisation and implementation of workshops/trainings, support in the development of action plans, policies, stand operating procedures (SOP), conducting small studies, and other advisory services and mentoring.
